interview room Prior to the First Witness project, allegedly abused children were likely to be interviewed 4-5 times during the course of the investigation and assessment. Professionals involved in the process and others in the community, saw the need for change.

First Witness Child Abuse Resource Center was the culmination of a three-year collaborative effort between the public and private agencies responsible for investigation, assessment, prosecution and medical intervention with children who reported sexual abuse.

First Witness was created to offer an innovative, child-centered approach to abuse investigations, social service assessments and medical intervention.

Community support was and continues to be an integral part of the First Witness program. In 1992, the Junior League of Duluth, Minnesota, sponsored construction of a 3,800-square-foot building which now houses an interview room, family areas and a training center. Construction was completed with more than $300,000 in donated time and materials. The Center opened in 1993.

First Witness Child Abuse Resource Center is incorporated in Minnesota and has received tax exempt status from the Internal Revenue Service. A 22-member Board of Directors governs the program, which includes public and private agencies that work with the population First Witness serves.
